As for noise, I literally live right next to a datacenter. It's silent. The nearby railway lines cause vastly more noise. You might hear a modern datacenter if the gennies spin up during a grid outage, but unless you're standing right next to the cooling equipment you aren't going to be bothered by a datacenter built in the middle of the countryside.
Weld County Colorado would be a great place to put them. They can tap into the natural gas lines that run to the refinery and use the gas to produce small scale electricity without even having to pay for the grid. Our county is bigger than Rhode Island, put it wherever you want. Taxes and jobs are ok too.
