CDLs have been a state government thing. There are a handful of, mostly leftist, states generating most of the sketchy CDLs. Trump just did a EO at least requiring English language proficiency.
The constitution grants authority over interstate commerce to the federal government. Our do nothing Congress could get to work instituting the kind of training described in the article. What’s lacking is political will and the motivation to do actual work.
All politics *appears* local, what you are describing in trucker education is national educational policy at all levels. Paper tests and box ticking practical exam is the default policy across the board for decades, as we can see from “spreadsheet management” - the real culprit our educational system- a monstrosity that usually exceeds military spending in total for example, indeed if added up nationwide comes to $1.5T for governments at all levels - and another $1.5T in student loans.
This is our usual model of hybrid state/private sector capitalism.
If you are going to suggest legislation and regulation… 🙄…
Moving along there’s a hopeful sign with professional/trades training such as welding, etc being moved last year from the Department of Education to the Department of Labor.
DOL may be more grounded. In the meantime I suggest an appeal to the 🍊 throne, because he listens and acts. Good luck.

As a CDL recipient, learning the skills between 4AM and 6AM for three months, while working another job,I heartily concur. I received my license but in no way was I prepared to jump into a full time gig driving an 80 thousand pound vehicle.

The state that issues the highest amount of non-domiciled CDLs is Texas.

It would be a fantastic development if the apprentice system were restored at all levels, that could be a matter for the government to address.
Suggest Approach the Department of Labor who has the brief now in the present administration.
And consider an appeal to the 🍊 action President- because he does DO stuff.
… and truckers are among his devoted constituents… and there’s always an election afoot.
